Jerome,
Even in very rural areas in the Philippines, Short Wave radios are not common anymore —- with the advent of Cell phones. Although the Walkie Talkie feature of Cell phones are being used extensibly by security officers.

Text Messaging feature of the Cell phone is the craze over there especially among the young ones because it's cheaper —- formerly 2 cents per message as opposed to using voice which cost 8 cents per minute (they increased the cost of the former to 4 cents per message when the Providers complained they were losing money because just a few are using voice in Cell phones). Yes, even the poor cam afford Cell phones. You see, Filipinos know how to get around things cheaply because they have just a little money to keep up with the times. Here in the US, I even see Sprint commercials now encouraging the use of the cheaper Text Messaging --- to drum up sales.

Just like Bill said in a previous Post, it's cheaper to build Cell phone towers in remote areas than to lay-out phone lines along roads. More so when so many islands are to be wired together. But people in other countries who earn say $150/mo or $1,800 a year may be living more comfortable than people living in Silicon Valley receiving many times over like $2,000/mo. My rough estimate is that $1,000 spent luxuriously in my province in the Philippines is equivalent to $10,000 or more spent in Silicon Valley. Why, I can hire somebody there to cook my food and do household work for just a dollar a day! But people there are going abroad for better pay. Even teachers now receiving $150/mo are going to Texas to teach for $3,500/mo.

You are correct, the poor can not afford such luxuries like Cell phones. But people no matter how poor they are have ambitions also —- to taste what other people can afford to taste. It's a great motivator for them to equal or better what their brothers, neighbors and friends have accomplished by working harder to the extent of migrating into Greener pastures..
