Dave, if typical government contracting, it won't go to the most qualified, but to a company that is in a key politicians home state, a company that don't speak english or have white male employees, hasn't had a previous government contract, just getting started, etc. LOL Thus, it is hard to say until contracts are awarded or grants given away. Being politically correct is more important than obtaining the best company for the job in most cases. bruce
