You have to look for firms that already have government clearances and do government work. ACN will get some of that on the consulting side, other big players may be CSC and the established cleared contractors. Not sure which software vendor will benefit most but I doubt it will make a huge difference compared to their private sector sales.

A lot of that money will go into new personnel hiring too, FWIW.
