The contrived explanation is that since GI is bid 16 7/8, ask 17 3/8, there is no way that you are entitled to an execution at 17, and you won't get it unless someone is already trying to sell 100 shares and won't take less than 17 instead of 16 7/8, or sells at market after your order is entered. In this case, the orders will be crossed on Island.

This is basic, pedestrian stock market stuff, and if you don't understand it, you have no business trading with a discount broker.
