But the thread head, once he makes a commitment himself, should be expected to comply with it, and should be criticized by all right thinking people when he doesn't.

It seems to me that that is the question. All this discussion about contracts is muddying the waters. A couple of people have commented on that aspect of it, but those comments have gotten lost.
