Mostly what the Brits did was provide support to leaders who were already in power in one way or another.

Re: "... the ones with governments that hate us have populations that like us." I don't see this. Could you give examples or explain further? Just a few weeks ago US reporters in Iraq were saying that the Iraqi population hates our government. As far as I can tell, most of the population of the world likes Americans, as individuals. It's the government that they have problems with, and that only to the extent that the US gets involved with their (or their allies') internal affairs.
