Disappointing.

Bad message to send to the marketplace. Your company, stock and stockholders will be toast, but whatever loot you've raked off is yours to keep, and you get to slip off to your mansion.

Gee, that's a real disincentive. NOT.

Investors at home and abroad will look at that and say, "the thieves are still running the country, there is no penalty for those who rip off investors"

That ranks up there in stupidity with Greenspan's failure to increase margin requirements during the boom.
