I asked my friend about your post. His reply follows:

"Since his provider keeps track of the mac address of the card they connect to for billing purposes then the only solution he has is to have two cards in the same machine and use WinGate. A pc will handle two cards as long as it has enough slots. Just make sure that you know which card is connected to the wan and keep that the same then connect the other card to his internal lan. Unfortunately a hardware router such as Linksys will have their own mac address and that's how the provider knows."
