It's a credible response to 100,000 deaths as a result of an annihilation of a US city. The ultimate response around the world would be a total crackdown on all terrorist sects by all countries that harbor them or they would be inviting a full scale invasion from us. The leaders know this and they aren't asking the same questions you are. They already know what to expect from us.
