Anyway, the idea is to create just the type of opportunity a terrorist couldn't resist and nab them as they show up.

LOL. First we have suicide bombers. Now we need suicide bait to trap them. Somehow I don't think our culture would produce the requisite volunteers. And it's scary to think that "volunteers" might be appointed by the powers that be, although one might say that all New Yorkers and Washingtonians are de facto volunteers right now.
