Intel did put up 4 fabs. If just two of them are in last yrs capex, that could be 500 mil. I actually have no idea about what the proportion of a fab is building and land, and what part equipment. You also have bigger and more expensive equipment and more of the equipment, so I doubt if Intels figures are that crooked. Besides, if Intel was cheating , Intel would be more creative, and use something which would be hard to trace. I do anyway.

Take the perspective of an accountant, or, better yet, a micro-economist, not a book-keeper.
