It is a serious problem - people without hope, young without future -. It's an uphill battle, which will probably take at least another 15 years. It's not desperate, but it is bleak. Chances lie in the EU east extention, because then this part of Europe will start to have a more central (geopolitically and economically speaking) role as before.

Note that an extra 4% (or is it 5%, got used to it) of everybody's income is going towards the east in a form of the so-called solidarity tax. These monies are in a way an internal affair of Germany, but of course come up when one talks GDP.
