Here is what the article said....

" The absence of a civilized way of life among the Arabs (from the Arabian peninsula) nourished the fanatical attitude which later became a characteristic of Islamic thought and way of life.
" This attitude was transmitted to other people who were converted to Islam."

I read this to mean the area where islam was born was in an uncivilized arab area and this uncivilized behavior has lasted through the centuries until today. I think it means that a violent religion such as islam could only be born in an uncivilized area of the world.
