Haven't heard of such a release program but have experienced what appeared to be a peregrine first hand.

I'm in a high rise in the Deep South. Last year, I had what looked suspiciously like a peregrine sit on my window ledge twice, and once at another place in the office.

Very cool.

The first time he (or she) visited, I was concentrating hard on work, then got distracted by the hawk's high- pitched sound. Had no idea what it was but could tell it was coming from outside. Lifted the blind and, voila, a hawk, possibly a peregrine, was staring at me with its piercing yellowish eyes.

A real treat for me since I used to catch hawks as a teenager. Released them all because they wouldn't eat and were likely to die.
