Pat Woods, the current chaiman was hand selected by Kenny Boy Lay and vetted by George Bush. Woods was the chief energy regulator in Texas before being tapped to replace Kurt Hebert, a Mississippi Republican who refuse to go along with Kenny Boy's de-regulation schemes. Bush felt Woods would be more pliable. Woods has proven to be someone who actually has some concern for the public, rather than creating featherbeds for the utility industry crooks.

Woods serves at the pleasure of the President. Hebert was purged after only one year of his three year term.

FERC is getting intense pressure from the Western States Senators and Congressional caucuses to get back to some sense of fairness in its deliberations. Bush is caught between a rock and a hard place. If Bush sides with criminal operators like Enron and Williams, he risks alienating large blocks of voters in the November elections. Sacking Woods would be a huge scandal, though Bush may yet be lobbied to do just that by the awl patch crooks.
