Ray: Scrambling for bandwidth will be a largely fruitless effort for as long as I can foresee. The War Rackets Department has the good stuff, in wide swaths. And they have much less inclination to offer any of this to commercial operators since Operation 911 rocked our world.

But, with all due respect. This is not NEW SPECTRUM. It is simply spectrum that is currently licensed to these operators, but is restricted "by law" from being used for terrestrial purposes. The FCC is now about to make a ruling to allow these MSS operators flexibility to use their EXISTING licensed spectrum for terrestrial usage.
