I will go with JC here, at least at the college level, and if I think about it at the lower levels too.

The responsibility to motivate oneself should come first from the parents and then from the student.

If students expect teachers always to motivate them, then they will never learn the skills necessary to become lifetime learners. They will always be waiting for somebody to motivate them, instead of motivating themselves to travel, or read Dickens, or watch good movies, or work out, or go to the dentist twice a year, or whatever. So it could even be counter-productive to have teachers who see it as their responsibility to motivate students.
