Has the author of this article conveniently left out the detail that info regarding the investigation itself was passed along? Forget about stock related info...finding a leak about an investigation to a person being investigated is much more damaging imo.
And since the govt. is approaching the case as a RICO violation with Tony at the center it seems that they wouldn't just say "well culpability for this part here rests only on Royer and his "girlfriend" cuz they're the ones that leaked it".
