government officials who are thought to take questionable economic measures whenever it is deemed necessary, to maintain current stock market prices

I would assume at the least they would reduce necessary capital requirements to a minimum to allow the street to borrow large sums of money to "stablize" the market.
When they start to tighten margin and maintenance requirements on investors, then you now they want to control the down side risk of people shorting the market.
