President Bush’s capitulation on steel tariffs was to the left of Bill Clinton, who ignored the steel industry’s protectionist demands.

A 'crat ignored the needs of disadvantaged Americans?

It is not too late for Bush to acknowledge and reverse his mistake. He could offer tax relief or public assistance to steel workers who lose jobs to the resulting foreign competition.

This glosses over another aspect of the tariff which is at the heart of the matter: foreign dumping of steel. Can the US dump anything anywhere else in the world and be treated the way the US has? Hah!

Even if the latter course meant too much government, it would at least clear away the scrap heap that his tariffs have erected and that is weighing down the U.S. economy.

Take a small issue and stretch it until it pops. This author is saying any bad thing is better than something which is distorted. Dislocations always occur when excesses have been allowed to pile. The scrap heap contains many parasites. The author is saying parasitic behavior must be retained because it serves some lesson that has finally been learned. Problem is, it's finally wrong.
