I'm not sure I agree. It's just one fab and they already have some months (including pilot runs) of experience with .13. I think the bigger risk is starting up Hammer on SOI. This is why I hope that AMD will work hard to put out faster Tbreds. They need a fallback if Hammer is delayed.
