that's a good one. one problem might arise if a team is out of subs and then a player gets injured then.

but really, the penalty shot will not go away. it might get modified (they played with a hockey like "breakaway" penalty shot a few years back in the US... kind of exciting actually)

really when it comes down to it... it's an outdoor sport, and needs to end in a timely manner. the rules at the top level need not cascade all the way down to the kids leagues (subs are an example of rules that are loosened in the fun leagues) but the game simply needs to come to an end in tournaments, the pk's are pretty much here forever.
