A case in point - try to get a catscan or mri in Ontario - you could wait months.

Most catscans, MRI, fMRI machines are bought through community-based fundraising projects. Buy some lottery tickets, get you car washed, Rotary club type stuff.

Even if you are demonstrating symptoms consistent with tumours you are asked to wait. There is a growing underground of patient advocates who show patients how to get to the front of the line when neccessary.

Service shortages. User abuse. Declining med school enrollment. Fewer emergency rooms. Underground services (black market) popping up.

This does sound like the classic problems of price controls.
