The most significant thing that you have brought up is the norming with the general population. Tracking assumes at least three levels, and sometimes five, from easiest to hardest. It would make sense if one weighted AP and Honors courses, which go at a faster pace and introduce more detail, even if roughly the same ground is covered as the middle group. If the weighting were consistent (the slow track weighted lower, the fast track higher than the middle), that would constitute general population norming.......
