"... to those who pay for and own the information in the first place" Not the government agencies. The people. That is the goal of good government, to recognize the people as owners, not chattel, which is the current case. This is not calling for a central repository... that already exists. It is calling for public access to all information that is not bona-fide military value, rather than the so-called "national security" cover-ups we get from the administrations since Nixon, which then show after FOIA to be frudulent.
