That's a start. Now look down on the taskbar and see how many icons are down there (usually lower right hand corner though you might have it configured differently). Right click each one and either close or exit it if it is unnecessary. The trouble with Windows 98/ME is that it allows programs to default onto there and run in the background, and even though you the user did nothing after rebooting to load them, they started running anyways. When you are done zapping all of those see if you are up to 70 or 80 percent resources available.
