So, its seems that W himself is trying to join the PPT? That has never worked before, actually, an administration's job is to "calm" the natives and always tell them everything is going to be alright. Bush pointing out to the weaknesses is just going to increase the jitters, not calm them (it was the same immediately after the election, Bush and his people started at once sawing the seeds of uncertainty, and that was a self fulfilling prophecy).
