30 Pct of Commerce to Be Electronic by 2005

Electronic commerce will account for 30 percent of the total trading by 2005, up from the current 8.8 percent level.

Commerce-Industry-Energy Minister Shin Kook-hwan, in a report to President Kim Dae-jung Thursday, the government plans to provide a 10-percent investment tax credit for corporate investments in enterprise resource planning, supply chain management and customer relation management systems, while seeking various possible tax breaks and ways to support manpower.

The government will also pursue the establishment of ``Integrated Trade Automation System¡¯¡¯ that would allow all trade procedures, from customs to export-import approval, account settlement, logistics, to be done online.

South Korea will pursue ``paperless trade¡¯¡¯ not only with China and Japan, but also with European nations, including the U.K. and Germany.

Auto and steel makers will be encouraged to take the initiative in developing e-business, Shin said.

The government will establish logistics infrastructure for B2B (business-to-business) e-commerce transactions, while also expanding credit guarantees and electronic settlements for B2B transactions. Export of e-commerce technology and products will also be pursued.

It will also launch a G2B (government-to-business) commerce system starting September, and search for ways to connect the G2B system with private electronic marketplaces.

The e-commerce related laws will be revised to maintain consistency in the Internet related legal system, while easing regulations on personal identification through paper documents or interviews in government administrative procedures.

The government expects 10 million households to use broadband Internet to by the end of the year. Subscribers to 20Mbps Internet connections will top 13.5 million households by 2005. The government also seeks to raise the third-generation wireless Internet users ratio to 90 percent of the total population in three years.
