The CIA and NSA were getting thousands of credible intelligence scraps, that were just short of having enough detail to act on. Attacks from car bombs to plane bombs into buildings/nuclear powerplants, etc. Thousands of these sort of threats every day. Which one of the thousands, should the Clinton administration have jumped on?? Which one should Bush have jumped on?? 20/20 hindsight tells us which one was right. There simply is no defense against this in a free society. None. The only way is to take the fight to the terrorists and kill them pre-emptively - before they act.
