The terrorists have been functioning out of Area A -- territory not occupied by the Israelis at all until their recent and (so far) temporary incursions. However, the situation is moving towards Israeli re-occupation piece by piece, unattractive as this is to the Israelis, let alone the Palestinians.

I would also add since both sides are jockying for "righteous victim" status in world opinion, the actual conflict has been marked by incrementalism on both sides, not sudden and bold moves.
