Think about this...The Private Securities Litigation Reform Act of 1995 (often referred to as the "safe harbor" law) let corporate chieftains gun their stock prices and not have to worry about lying, because it eliminated the consequences to this behavior. The public was in an accepting mood, because everything worked to the upside.

Since this was passed, S&P500 rocked +320% from 1995 to 2000....
