I doubt GLE hired 200 engineers.
For Ballard, they only have 300 to 400 employee if I remembered correctly. For most companies, the shop floor, the manufacturer side of the company takes up a lot of people. They are the machinists, fabricators, tester, draftsman, technician, etc. Probably one or two lawyers to file for patents.

To me, if GLE has 200 engineers, then the pace would be much faster. The progress is way too slow. Seems to me regulations is holding us back. Just look at Ballard, the company is 12 years old, still no product on the show room yet.
