He knows everyone in the country ...
The chance that Timothy McVeigh knows nobody with ill intentions toward the U.S. is rather slim. There's someone or a group who have burned over 200 churches this year. I wouldn't be surprised if Timmy shared a beer and barbeque with them. Who knows what he might tell a cellmate in 20 years that could save lives?
