Justice demands retribution as a way to restore the moral balance of the universe. People cannot be allowed to get away with certain egregious injuries, especially when they threaten the peace of the community. Thus, penalties must be commensurate with the offense, and be within a reasonable schedule of offenses and punishments.

Of course, the rigor of justice may be mitigated by mercy, when justice by itself will not yield the best all around result. For example, although it is the criminal's fault if he is taken away from his family, if one discerned a real bond of affection for his children, and knew of their distress at the prospect of his incarceration, and believed that his responsibility for them weighed on him and might motivate amends, then shortening the sentences might be order.

Thus, in the administration of justice there are various relevant considerations in trying to make the human equation come out right. Nevertheless, the primary purpose is punishment.......
