Lorne, there ids pressure on Arafat from those Muslim countries which see a threat to their own power from the rising tide of Muslim fundamentalism. such countries are Saudi Arabia, Jordan, Morocco, Yemen etc. all Arab monarchies. These monarchies are trying to buy off the families of the suicide bombers and the public sentiment by sending cash, raising money in telethon etc. Let us keep in mind that Osama, a Saudi himself is against the royal Saudi family and hence they are competing against each other for Palestenian loyalty. Osama and his men find an ally in Saddam. That Saddam is allied with them is borne by the fact that when he came out and called for a US oil boycott for one month, not a single Arab country supported him since they support the US in the war.

So here you have the US-Saudi-Jordan-Morocco-Egypt axis opposed by the Osama (a Saudi)- Al Zawahari (a Egyptian) - Saddam - Iran (Islamic Jihad & Hamas).

Arafat-Hannan camp is moving into the US camp and the suicide bombings we see are coming from the Osama-Saddam group. I think Arafat has made the right decision to go with the Saudis and hence they are calling for a halt. It has nothing to do with the IDF. In the Arab world, the Jewish/Israeli problem is no longer as important or critical as it is fighting the rising tide if Islamic fundamentalism. (Abu Sayyaf also is a Islamic Fundamentalist) His faction is like the Japan of WWII where Japan tried to carve out Asia for themselves while Hitler was doing the same in Europe.
