Conspiracy? Screw-up? Incompetence? Comments? jmbrown.web.wesleyan.edu I'm reminded of Pearl Harbor and the many missed clues to the coming attack. There is still a conspiracy contingent around that incident ("FDR let/made it happen to drag the US into the war.") but it has never been proven. Most likely just a bunch of people missing things with deadly consequences.
