The RBOCs also made it very difficult for the CLECs to access the CO. I know a guy who worked for Alcatel on their DSL project who installed DSL equipment in COs for both the RBOCs and CLECs.

If you go back about 20 years, when AT&T was broken up, what did AT&T receive for all that copper in the ground from the baby bells?
