Simple, force the Teachers, Principals, Administrators and every government official involved with a failing inner city school system to send their own kids to those public schools. LOL!!! I bet THAT would get the problem fixed fast! Money may help in some local jurisdictions, but overral, we are spending far more today per-pupil (adjusting for inflation), then we were 40 years ago, yet we're getting far worse results. Good luck. I've shoved this point down flappy's throat many times. As he's choking, he still yells "More money!" Putting more money into a failing bureaucracy is likely to make it worse, not better. It means more bureaucrats can be hired to gum up the works.
