S - My guess is that companies are waiting for a sign of returning confidence. All sorts of things could provide that including a really niec reprot form MSFT. There are others.

Take wireless for isntance. Most people just do not know what PCS is about to unleash in the US. They will only undestand it when they actually have it in their hands. Yes even Big Grizzlies will like it. That alone can fuel a resurgence of telecom growth.
