Irrelevant. Previous administrations too, but now it's Bush with a vengeance, has an obsession with secrecy, increasing government power without consent, or even knowledge of the governed -- this is the primary issue. This causes incompetence, criminality and danger to the populace in ways not seen since prior to WWII. Rumsfeld laughs at the thought of "summary executions", ha ha ha! But, in fact, the law allows that now. The chief executive can nominate any number of people, American citizens included, and have them tried, convicted and executed, in complete secrecy, with no public evidence... all for "national security" you understand. You can "disappear", and no one will know where and what happened to you. Unfortunately, a familiar power desired by all-powerful states throughout history.
Unless that is fixed, discussions of a world court, or any court, is a joke.
