for the euro leagues, world cup and other Big Money football, inexpensive technology could provide a solution for the endless "he was offside! he was onside!" debates by simply sewing a tiny sensor into each pair of shorts and putting one in the ball. when a potential offside is detected, it "buzzes" the referee and he makes the "not part of the play" judgement call.

further than that, i don't know what else can be done, other than to pay referees better so that they, too, take it seriously. i don't mean at the world cup - i have no doubt they take it seriously - but in every domestic league game they adjudicate.

it takes practice to be a good ref: let's pay them enough so that they want to get that practice.

instant replay or anything like that would destroy the game, much as it has contributed to the ruining of american football.
