Ra'ed al-Karmi, was head of the Al-Aqsa Brigade, who was fighting the occupation. The Brigade considered his assassination a declaration of war

If so it was about time, because he and his followers where already acting like they where at war against Israel. It not like he was "fighting the occupation" by organizing peaceful demonstrations and writing letters to the editor of the Jerusalem Post.
