WLD, I thought a lot about referee problem over the weekend.

Rather than focusing on technology, I focused on improving the quality of refs. and giving more say so to each team who they want as a main ref will reduce the complaints considerably.

For first 3 games of the WCup, give 3 referees name to each team, and each team can eliminate one ref. (Or give a red card to a referee). There would be at least one ref. who did not get eliminated and he will conduct the game.

From 16th on (elimination games), each team will choose from pool of 7 referees. Let them give one red and two yellow card to referees. Again at least one ref who didn't get the card will conduct the game. (if there are more than one ref who didn't get eliminated, then choose a ref by random pick)

This way each team has to grade the performance of the referees. And those refs who get reds card constantly will be terminated... it will be a natural elimination process.

Give some power back to the PLAYERS !
Let THEM give out a few red cards to bad referees.
