XY, sensors would never be able to determine fouling so would not stop action in the "advantage law" scenario you presented.

As for video replay, the NFL (National Football League in the US) has grappled with momentum problems for years. The current system is that coaches can challenge only two plays per half, except in the final two minutes when only the referees can initiate it. To win your challenge the replay official must find "indisputable visual evidence" the call on the field was incorrect. Disallowed challenges cost the team a timeout. This keeps delays to a minimum.
