Semi, it's called demand and supply. I do pay a lot when I call a plumber because they all charge about the same. Now, if someone charged less I would definitely consider them but only if they were licensed, insured, etc....I think if americans had to do those jobs they could charge whatever the market could bear, it would all even out in the end since there are plenty of unskilled blue-collar americans looking for jobs despite of what you think.
