No, only those who are clearly one-time offenders. No one who is capable of torturing anyone fits in that category. Murderers may as in my example. That woman isn't going to kill anyone else unless her family is similarly threatened, which is a one in a million chance. Terrorists are automatically in tier one, the incorrigibles. Only those from whom society doesn't have to protect itself get to go home, after paying their reparations, that is.
