No, only those who are clearly one-time offenders. And you know these how? after paying their reparations, that is. Many of the have no money when arrested. How do they pay reparations? And everybody gets one murder just for monetary damages? You're kidding, right? Suppose Bill Gates decides to kill you. What's to stop him? The reparations your family could justify are nothing to him. So he gets a free murder? You're kidding, right?
