You establish guidelines and standards. Haven't you ever seen a judge in the news or in a drama say that someone who killed is "not a risk to the community"? All criminals would be held until they were no longer a risk to the community. Everyone does not get one free murder. It's not the same thing at all.

Reparations would not be only monetary. Reparations would be based on what the criminal took from the victim. If Bill Gates shot me and I lived but lost a kidney, then his reparation would probably include giving me his kidney as well as paying all my medical expenses. Reparations could be most anything.

You're kidding, right?

No, I think that it is a viable model, not necessarily one we would prefer to the one we have, but a viable model. It's still hanging together. Most of the objections have been based on misunderstandings.
