It is not very top heavy in many districts in our area, because they became lean in the last California recession, and they never "fattened" up again. Most of the extra money we saw in California when the economy was good went for class size reductions- which was spent on facilities and credentialed teachers- so there isn't a lot of fat- unless you consider small class sizes fat (and I do not).
