It doesn't quite boggle my mind, but I don't think it works well with human nature. I do think that there are some patterns of thinking or ways of acting that are natural to humans. They don't exist in everyone but the overall tendency is to follow these patterns or at least approach them. I know some people think there really is no human nature other then the physical biological part of our nature. To them the rest is cultural and often changeable. I'm not so sure the rest is changeable and even when it is just culture rather then human nature its very hard to change.

I don't think communism will work well for a sustained time in a large area because I think it ignores or misinterprets human nature. I think trying to control crime and criminals without the idea of punishment also doesn't really fit well in to human nature.

I suppose some of the reparations you are talking about could function as, and even be seen as punishments but if you look at it that way you idea is not so different from current ideas as you make it seem, except perhaps that incarceration is not favored and the punishment is less consistent.
